摘要
移风易俗在推动文明乡风、良好家风、淳朴民风上发挥了显著作用。福建省石狮市在移风易俗治理上取得了显著成效。结合协同治理理论,采用田野调查法,分析石狮市移风易俗治理的成功经验:提倡喜事新办、殡葬改革、文明积分制等。在治理机制上,刚性治理涵盖上级引领统筹、政府内部动员和基层权力正式运作3个方面;柔性治理体现在乡村干部引领、老年协会引导、村中乡贤示范以及群众参与等多元主体协同共治。福建省石狮市的乡村移风易俗治理机制为不同地区乡村社会开展乡风文明建设实践提供了多元视角。
The transformation of customs and practices has played a significant role in promoting rural civilization,good family virtues and simple folkways.Shishi City,located in Fujian Province,has achieved notable success in the governance of custom transformation and practices.Combining the theory of collaborative governance and using the field investigation method,analyzing the successful experiences of the governance of custom transformation in Shishi City:promoting the new handling of joyful events,reforming funeral practices,and implementing a civilized points system,among others.In terms of governance mechanisms,rigid governance encompasses three aspects:leading and coordinating by higher authorities,internal mobilization by the government,and the formal operation of grassroots power.Flexible governance is reflected in the collaborative governance of multiple subjects,including the leading role of village cadres,the guidance of senior citizen associations,the exemplary role of local virtuous people in the village,and the participation of the masses.The rural governance mechanism for the custom transformation and practices in Shishi City,Fujian Province,provides a diverse perspective for the implementation of rural cultural construction practices in different regional rural societies.
