摘要
该研究基于2006—2020年的统计数据,运用文献资料法、数理统计法和向量误差修正模型等,实证分析了全民健身公共服务财政支出对体育产业和国民经济发展的影响机制。研究认为:全民健身公共服务财政支出能够有效促进体育产业和国民经济发展;全民健身公共服务财政支出对体育产业和国民经济发展的促进作用具有短期调整机制;全民健身公共服务财政支出对体育产业和国民经济发展的促进作用存在一定滞后性,在脉冲响应分析中,国内生产总值和体育产业增加值在初期占主导地位,而全民健身公共服务财政支出则在后期开始逐渐发挥主导作用,且其影响效应随时间的推移不断增强。据此,提出了全民健身公共服务财政支出促进体育产业和国民经济发展的针对性建议:重视经济效益,发挥全民健身公共服务财政支出的驱动作用;识别均衡协整,提高全民健身公共服务财政支出的影响力度;权衡脉冲方差,辨别全民健身公共服务财政支出的时滞特征;健全法律法规,完善全民健身公共服务财政支出的制度保障。
Based on the statistical data from 2006 to 2020,this study empirically analyzed the influence mechanism of fiscal expenditure of national fitness public services on the development of sports industry and national economy by using methods such as literature review,mathematical statistics and vector error correction models.The research shows that the fiscal expenditure of national fitness public services can effectively promote the development of sports industry and national economy.The fiscal expenditure of national fitness public services has a short-term adjustment mechanism for promoting the sports industry and the development of the national economy.There is certain lag in the promoting effect of fiscal expenditure of national fitness public services on the development of sports industry and national economy.In the impulse response analysis,the gross domestic product and the added value of the sports industry dominate in the early stage,while fiscal expenditure of national fitness public services begins to gradually play a leading role in the later stage,and its influence effect keeps strengthening over time.Based on this,some specific suggestions are put forward to promote the development of sports industry and national economy by fiscal expenditure of national fitness public services:attach importance to economic benefits and give full play to the driving role of fiscal expenditure of national fitness public services;identify balanced integration and enhance the impact of fiscal expenditure of national fitness public services;weigh the impulse variance and identify the time lag characteristics of fiscal expenditure of national fitness public services;improve laws and regulations and perfect the institutional guarantee for fiscal expenditure of national fitness public services.
