摘要
对广东省主要城市的建设工程项目安全投入的组成和安全绩效进行了调查研究。将安全投入分为安全教育、劳动保护、现场安全设施、文明施工等四大项 ,并将各大项共细分 2 3个分项。统计得到安全投入率 (项目的安全投入与项目总造价的比值 )平均为 2 3 6% ,且项目之间安全投入率相差悬殊 ;分析了主要安全投入指标、各分项安全投入指标与安全绩效的关系 ;多元回归分析发现 ,安全绩效与人均劳动保护投入、单位面积安全设施投入值呈自然指数关系 ,其中安全绩效与人均劳动保护投入为负相关 ,与单位面积安全设施投入为正相关。根据研究结果 ,提出了对施工企业优化安全投入的建议 ,并对《建筑施工安全检查标准》 (JGJ5 9-99)中评分项的权重、安全检查的评分模式等进行了讨论。
This paper focuses on the components and rate of safety input in building projects in China. The relationship between safety input and safety performance is considered, too. Surveys to one hundred building projects had been conducted in Guangdong Province. We decompose safety input into four categories (twenty-three items): safety education, personal safety protection, house keeping, and safety facilities on site. Through the investigations, we summarize the components and rate of safety input; study the relationship between safety performance and the major indexes of safety input; by using the linear regression method, we analyze the relationship between safety performance and the three categories. It is found that the input of safety facilities on site is positive dependent of safety performance, while personal safety protection is negative dependent of safety performance. Based on the research, we discuss the grading weights and the grading models of the Standard of Construction Safety Inspection of China (JGJ59-99), and give some suggestions for the contractors to optimize the safety input.
