摘要 随着新一轮科技革命和产业变革的加速推进,科技计划项目作为国家科技创新体系的重要组成部分,其组织管理模式的演变对创新资源配置效率和决策机制产生了深远影响。本文系统梳理了国内外科技计划项目组织管理模式的历史演变和现状,对比分析了国内外各类科技计划组织模式的特点和发展变化,并探讨了各类模式决策因素的作用机制。科技计划项目组织管理模式向多元化、协同化的转变过程反映了科技创新需求的多样化和复杂性,不同组织管理模式的选择是由需求侧和供给侧因素共同作用的体现,并以典型案例对比分析说明了上述关系。基于此,提出了优化我国科技计划项目组织管理模式和决策机制的政策建议,以期为我国科技管理实践提供理论支持和实践指导,推动科技计划项目管理体系的科学化和现代化。 With the accelerated advancement of a new round of technological revolution and industrial transformation,the organizational management model of science and technology(S&T)program projects,as a crucial component of the national S&T innovation system,has profoundly influenced the efficiency of innovation resource allocation and decision-making mechanisms.It systematically reviewed the historical evolution and current status of organizational management models for S&T program projects both domestically and internationally.It conducted a comparative analysis of the characteristics and developmental changes of various organizational models in different countries and explores the mechanisms of decision-making factors associated with these models.The transition of organizational management models for S&T program projects towards diversification and collaboration reflects the varied and complex demands for technological innovation.The selection of different organizational management models is a manifestation of the interplay between demand-side and supply-side factors,which was illustrated through a comparative analysis of typical case studies.Based on these findings,it proposes policy recommendations to optimize the organizational management model and decision-making mechanism of S&T program projects in China,aiming to provide theoretical support and practical guidance for the S&T management in the country,as well as to promote the scientific and modernized management system of S&T program projects.
