摘要
绿色金融政策作为推动地方绿色金融体系建设的重要举措,对能源消费强度降低与结构优化、城市经济绿色转型发挥着重要作用。本文基于2011—2022年中国278个地级及以上城市的面板数据,以中国绿色金融改革创新试验区试点政策为准自然实验,实证检验绿色金融政策、能源消费与城市经济绿色转型三者的关系。研究发现:绿色金融政策实施可显著推动城市经济绿色转型;机制分析发现,降低能源消费强度、优化能源消费结构是绿色金融政策赋能城市经济绿色转型的两条重要传导路径;绿色金融政策对城市经济绿色转型具有空间溢出效应,不仅能够推动本地城市经济绿色转型,还可推动相邻城市经济绿色转型;异质性分析发现,绿色金融政策对非老工业基地城市、非资源型城市、中心城市经济绿色转型的推动作用更强。
As an important measure to promote the construction of local green finance system,green finance policy plays an important role in the reduction of energy consumption intensity and structure optimization,and the green transformation of urban economy.Based on the panel data of 278 prefecture-level and above cities in China from 2011 to 2022,this paper conducts a quasi-natural experiment with the pilot policies of China's green finance reform and innovation Pilot zones to empirically examine the relationship among green finance policies,energy consumption and the green transformation of urban economies.Study found that the green financial policy can significantly promote green urban economy transformation;Mechanism analysis reveals that reducing energy consumption intensity and optimizing energy consumption structure are two important transmission paths for green financial policies to empower the green transformation of urban economies.Green financial policies have a spatial spillover effect on the green transformation of urban economies..They can not only promote the green transformation of the local urban economy but also that of adjacent cities.The heterogeneity analysis shows that green finance policies have a stronger role in promoting the economic green transformation of non-old industrial base cities,non-resource-based cities,and central cities.
