摘要
低碳城市试点政策是推动落实我国控制温室气体排放行动目标的重要抓手,研究其实施的经济、环境和社会三重红利效应对实现中国式现代化具有重要意义。基于低碳城市试点政策这一准自然实验,选取2006—2022年我国278个地级市以及沪深A股数据,运用多时点双重差分模型加以考察。研究发现:低碳城市试点政策能够有效释放经济发展、减污降碳以及就业增长三重红利,且该结论在经过一系列稳健性检验后依然成立。从宏观和微观视角进一步分析发现,低碳城市试点政策能显著提升城市和企业的创新水平,且从创新效果差异性的角度发现低碳城市试点能显著促进实质性创新,进而带动红利效应释放。异质性分析表明,基于资源禀赋、环境压力以及工业基础视角,低碳城市试点政策在非资源型城市、环境信息公开城市以及非老工业基地城市更能充分释放经济发展和减污降碳红利,而就业增长红利有所欠缺,为在低碳转型过程中实现经济可持续发展提供了重要启示。
As a starting point,the pilot low-carbon city policy is important to study the economic,environmental and social triple dividend effects of its implementation for the realisation of Chinese-style modernisation.Based on the quasi-natural experiment of low-carbon city pilot policy,the triple dividend of low-carbon transformation is examined using a multi-temporal double-difference model in combination with the data of 278 prefecture-level cities as well as Shanghai and Shenzhen A-shares from 2006 to 2022.The study finds that:The pilot low-carbon city policy can effectively release the triple dividend of economic development,pollution reduction and carbon reduction,and employment growth,and realise the triple dividend,and the conclusion still holds after a series of robustness tests.Further analyses from the macro and micro perspectives show that the pilot low-carbon city policy can significantly improve the innovation level of cities and enterprises,and from the perspective of the differences in innovation effects,the pilot low-carbon city is found to significantly promote substantive innovation,which leads to the release of the dividend effect.Heterogeneity analysis shows that,based on the perspectives of resource endowment,environmental pressure and industrial base,the pilot low-carbon city policy can release the economic development and carbon reduction dividend more fully in non-resource cities,cities with open environmental information,and cities that are not old industrial bases,while the employment growth dividend is lacking.The study provides important insights for achieving sustainable economic,environmental and employment development in the low-carbon transition process.
