摘要
公共卫生应急管理是国家应对突发公共卫生事件、保障人民生命安全和健康的重要机制。该研究通过回顾既往研究及专家咨询的数据资料,采用德尔菲法初步确定各级指标,并使用层次分析法计算指标权重,建立公共卫生应急管理能力评估指标体系;共包含5个一级指标,12个二级指标,29个三级指标。一级指标分别为应急预防管理、应急物资储备、风险监测以及信息管理、响应与处置能力、事后恢复与评估,权重系数分别为0.284、0.202、0.171、0.251、0.092,具有较高的可信度。经过3轮反复修订,成功构建了全面、科学、可行的镇江市公立医院公共卫生应急管理能力评估指标体系,可为提升县(区)级政府应急管理能力提供有力支持。
Public health emergency management is an important mechanism for the country to respond to emergent events of public health and ensure the safety and health of the people.In this study,with the review of data from previous studies and expert consultations,the indicators at all levels were preliminarily determined through the Delphi method,and the weights were calculated using the Analytic Hierarchy Process,aiming to establish an evaluation index system for public health emergency management capability.The system included 5 first-level indicators,12 second-level indicators and 29 third-level indicators.The first-level system included emergency prevention management,emergency material reserves,risk monitoring and information management,response and disposal capabilities,and post recovery and evaluation.The weight coefficients were 0.284,0.202,0.171,0.251,and 0.092,respectively,with a relatively high credibility.After three rounds of repeated revisions,a comprehensive,scientific and feasible evaluation index system for zhenjiang public health emergency response capacity was successfully constructed,which provided strong support for improving county(district)government emergency response capacity.
