摘要
创新实践能力是新时代衡量研究生培养质量的重要指标,是推进科技发展和培养创新人才的核心动力。新时代乡村振兴战略,对农林高校公共管理研究生提出了更高的创新实践能力要求。然而,当前农林高校公共管理研究生创新实践能力明显不足。案例开发与公共管理研究生创新实践能力提升在案例开发的情境化特性与学科相契合、全周期参与促进能力全维度发展、导师与资源双重赋能驱动创新实践循环、创新成果转化促进社会价值生成等方面具有双向赋能属性。因此,农林高校案例开发驱动公共管理研究生创新实践能力提升或是有效路径。同时,农林高校案例开发驱动公共管理研究生创新实践能力提升存在公共管理定量研究为主的挑战、实践资源制约与学术实践脱节、案例开发的复杂性、评价体系与成果激励的不足等制约因素,需要通过平衡拓展多样性研究方法、深化校地合作、构建以案例为导向创新培养方案、重塑成果评价与激励体系等方式优化驱动路径。
Innovation and practical competency is a critical metric for evaluating graduate education quality and a driving force for technological progress and talent cultivation in the new era.The rural revitalization strategy in China imposes higher demands on the innovative and practical abilities of public administration graduates at agricultural and forestry universities.However,these students currently exhibit a notable deficiency in such capabilities.Case development offers dual benefits for fostering innovation and practice by leveraging contextual alignment with the discipline,enabling comprehensive skill growth through full-cycle engagement,providing mentorship and resource-driven innovation loops,and transforming outcomes into societal value.Nevertheless,challenges exist,including a predominant focus on quantitative research in public administration,limited practical resources,disconnection between academic and practical work,complexity in case development and inadequate evaluation and incentive mechanisms.Optimizing this pathway necessitates diversifying research methodologies,deepening university-local cooperation,designing case-oriented innovative training programs and reforming evaluation and incentive systems.
