摘要
[目的/意义]近年来,美国对华战略竞争扩展至海湾地区,海湾国家在中美战略竞争中的重要性日益凸显。研究海湾国家主流智库对中美战略竞争的认知,有助于理解海湾地区国家外交政策,为中国与海湾国家的合作提供重要参考。[方法/过程]本文选取海湾国家主流智库发布的21份报告作为研究样本,梳理其对中美在地区角色的认知、对中美战略竞争的影响评估以及应对中美战略竞争的建议,探讨海湾国家主流智库的认知特点以及影响海湾国家智库认知的因素。[结果/结论]研究表明,海湾阿拉伯国家智库强调在中美之间寻求平衡,进而从中获取经济利益、实现安全利益;伊朗智库视中国为对抗美国的力量,但强调不能过度依赖中国。总体而言,海湾国家主流智库的认知表现出缺乏独立性和具有易变性的特点;海湾国家主流智库认知既受中美海湾战略和地区局势演变的影响,又与国内政策转向和政治博弈有关。基于此,中国应进一步加强与海湾国家智库的交流,增进相互理解与信任,同时,中国应继续通过支持地区国家战略自主性、积极参与地区治理等方式,不断巩固与海湾国家的关系,为推动双方共同发展创造新的机遇。
[Purpose/Significance]In recent years,the strategic competition between China and the United States has extended to the Gulf region,amplifying the geopolitical significance of Gulf states in Sino-U.S.rivalry.Analyzing the perception of leading think tanks in the Gulf states toward Sino-U.S.strategic competition con-tributes to better understanding the foreign policies of regional states and offers valuable insights for enhancing China’s cooperation with the Gulf states.[Method/Process]This paper selects 21 reports published by prominent think tanks in Gulf states as research samples to examine their perceptions of the role of China and the United States in the region,their assessments of the impacts of Sino-U.S.strategic competition,as well as their sugges-tions for coping with Sino-U.S.strategic competition.The research further explores the characteristics of the perceptions of mainstream think tanks in Gulf states,as well as the factors affecting the perceptions of think tanks in Gulf states.[Result/Conclusion]The findings reveal that think tanks in the Arab States of the Gulf emphasize seeking a balance between China and the United States,so as to obtain economic benefits and realize security in-terests;Iranian think tanks see China as a counterforce to the United States,but emphasize that they cannot overly rely on China.Overall,the Perceptions of think tanks in the Gulf states is characterized by limited independence and considerable volatility.Think tanks’perceptions in the Gulf states are in the Gulf states is affected by both the evolution of China-U.S.Gulf strategy and the regional situation,and are also related to domestic policy shifts and political games.Based on this,China should further strengthen exchanges with think tanks in the Gulf states to en-hance mutual understanding and trust.Simultaneously,China should continue to consolidate its relationship with the Gulf states by supporting the strategic autonomy of the regional states and actively participating in regional governance,so as to create new opportunities for the promotion of common development between the two sides.
