摘要
[目的/意义]开放科学作为应对科学发现速度放缓的解决方案,正重构科研生态。本文旨在从知识治理视角,为科技智库设计适应开放科学驱动下的科研新生态的系统性框架,助力国家创新体系优化。[方法/过程]本文基于知识运用理论,分析开放科学对传统知识治理在知识生产、传播、应用和评价环节产生的变革。科技智库作为政治系统与技术系统之间的知识中介组织,其功能正在经历多维重构。包括决策支持从封闭式咨询向开放式协同转型、知识治理从封闭性管控转向开放性赋能、公共科学服务功能拓展深化和国际话语从跟随转向引领等。[结果/结论]科技智库适应开放科学的知识治理实践路径,包括技术赋能路径、制度创新路径和文化转型路径,助力科技智库构建包容性治理体系,从“知识守门人”转向“生态构建者”。
[Purpose/Significance]As a solution to the slowdown in scientific discovery,open science is reshaping the research ecosystem.From the perspective of knowledge governance,this study proposes a system-atic framework for science and technology think tanks to adapt to the new research ecosystem driven by open science,thereby contributing to the optimization of the national innovation system.[Method/Process]Based on the theory of knowledge utilization,this paper examines how open science transforms traditional knowledge gov-ernance in production,dissemination,application,and evaluation.As intermediaries between political and tech-nological systems,science and technology think tanks are undergoing multidimensional restructuring—shifting from closed consultations to open collaboration,from restrictive control to enabling governance,while expanding public science services and transitioning from following to leading global discourse.[Results/Conclusions]The practical pathways for science and technology think tanks to adapt to open science in knowledge governance en-compass technology-enabled pathways,institutional innovation pathways,and cultural transformation pathways.These pathways are designed to help think tanks build an inclusive governance system,thereby transitioning from“knowledge gatekeepers”to“ecosystem builders”.
