基于层次分析法的补充耕地质量评价指标体系研究 被引量:1

摘要 耕地质量评价是耕地管理的基础性工作,只有建立完善的指标体系才能充分反映耕地质量状况。国家对补充耕地占补平衡管理日趋严格,要求数量和质量双平衡。本研究从耕地生产属性出发,结合北京补充耕地验收评定的实际工作,在现有的《耕地质量等级评价》(GB/T 33469-2016)基础上,选择田面坡度、土壤剖面构型、土层厚度、土壤侵入体含量、耕层质地、土壤容重、土壤pH值、水溶性盐含量、有机质、灌溉保证率、排水能力、田间道路通达度、清洁程度等13项指标作为补充耕地质量评价指标,并运用层次分析法和德尔菲法确定指标权重。本研究选择了5块不同来源的补充耕地开展指标体系验证,结果显示建设用地和撂荒地来源的补充耕地质量等级要低于林地和园地来源的补充耕地质量,该指标体系对于新增耕地质量评价具有针对性。今后应加强对补充耕地质量提升限制因子和提升潜力的研究,同时加快推进耕地质量保护体系建设,从数量和质量双平衡角度推进耕地保护。 The evaluation of cultivated land quality is the basic work of cultivated land management,and only by establishing a sound index system can we fully reflect the quality of cultivated land.The national governance of the requisition-compensation balance of cultivated land has become progressively more rigorous,mandating dual equilibrium in both quantity and quality.Starting from the agricultural production attributes of cultivated land,combined with the quality acceptance of supplementary cultivated land in Beijing,based on the existing Cultivated Land Quality Grade Evaluation(GB/T 33469-2016),13 indexes,including field slope,soil profile configuration,soil thickness,soil intrusion content,tillage texture,soil bulk density,soil pH,water-soluble salt content,organic matter,irrigation guarantee rate,drainage capacity,field road accessibility,and cleanliness degree,were selected as supplementary cultivated land quality evaluation indicators,and the index weights were determined by analytic hierarchy process and Delphi method.In this study,five pieces of supplementary cultivated land from different sources were selected to verify the index system,the results showed that the quality of plots from forest land and old orchards is higher than that of plots from construction land and abandoned farmland,and the index system is pertinent for the evaluation of the quality of supplementary cultivated land.In the future,we should strengthen the research on the limiting factors and improvement potential of supplementary cultivated land quality improvement,and accelerate the construction of cultivated land quality protection system to promote cultivated land protection from the angle of quantity and quality balance.
