摘要
培养和拥有一批高素质的青年科技人才关系着科研院所的发展和未来,是科研院所可持续发展的重要保障。以项目推动人才培养作为科研院所人才培养的一种重要方式,对青年科技人才培养起到了至关重要的作用。文章以北京市农林科学院为例,概述了该院青年人才培养专项——青年科研基金课题的现状,分析了近10年数据,梳理了青年科研基金课题管理与执行过程中存在的问题,并从院级层面优化专项设置、所级层面给予配套支持、个人层面提高课题申报和执行质量等层面提出了对策建议,以更好地发挥青年科研基金课题对青年科技人才的培养作用。
Cultivating and possessing a group of high-quality young scientific and technological talents is crucial for the development and future of research institutes and is an important guarantee for their sustainable development.Taking project-driven talent training as an important method,it plays a vital role in the cultivation of young scientific and technological talents.Taking Beijing Academy of Agricultural and Forestry Sciences as an example,this paper summarized the current status of the academy′s youth talent training program—the Youth Scientific Research Fund project,analyzed nearly 10 years of data,identified the problems existing in the management and execution of the Youth Scientific Research Fund projects,and proposed countermeasures and suggestions from optimizing special project settings at the academy level,providing supporting support at the institute level,and improving the quality of project declaration and execution at the individual level,to better leverage the role of the Youth Scientific Research Fund projects in training young scientific and technological talents.
