摘要
哀牢山是我国西南生态安全屏障的重要组成部分,目前已被纳入国家公园空间布局范畴。现阶段,哀牢山候选区虽未正式提请创建,但提前谋划国家公园创建前的基础性工作有其必要性。基于自然保护区时期积累的成效,哀牢山候选区创建国家公园已具备一定现实优势,但仍存在行政管理分散、执法基础不牢、生态补偿机制不健全等管理问题。应从优化自然保护区管理体制、资源保护行政执法模式、生态保护补偿激励机制等方面入手,推动哀牢山候选区统一高效管理,为哀牢山国家公园正式创建奠定基础,亦为其他候选区创建国家公园提供借鉴。
The Ailaoshan is an important part of the ecological security barrier in the southwest of China and has currently been included in the scope of the spatial layout of national parks.At the present stage,although the candidate area of the Ailaoshan has not been officially submitted for establishment,it is necessary to plan in advance the basic work before the establishment of the national park.Based on the achievements accumulated during its period as a nature reserve,the candidate area of the Ailaoshan already has certain practical advantages in establishing a national park,but there are still management problems such as fragmented administrative management,a weak law enforcement foundation,and an unsound ecological compensation mechanism.It is necessary to start from aspects such as optimizing the management system of the nature reserve,the administrative law enforcement mode for resource protection,and the incentive mechanism for ecological protection compensation,so as to promote the efficient management of the candidate area of the Ailaoshan and lay a foundation for the official establishment of the Ailaoshan National Park.The research on the case of the Ailaoshan in this paper can also provide references for the establishment of national parks in other candidate areas.
