摘要
基于自愿性、无偿性、公益性而生成的志愿服务组织的自主性是其区别于其他类型组织的重要特征,亦是其在基层治理中发挥独特作用的重要来源。一般认为,志愿服务组织的自主性能够正向促进其在基层治理中效能的提升。近年来,“行政吸纳”等理论也从相反的角度阐释了志愿服务组织受制于政府等强制主体命令而造成自主性与治理效能同步弱化的问题。但实证比较发现,具有较高自主性的志愿服务组织在治理效能上偏弱。因此,需要从更深层次把握志愿服务组织自主性与其治理效能之间的关系。通过从志愿服务组织的理念指导、制度化水平、资源获取能力和关系网络等角度进行分析,可一定程度上解释这种矛盾关系的成因,也形成了关于志愿服务组织自主性的动态认知视角。应据此构建有利于发挥其基层治理效能的实践路径,推动基层治理不断向前发展。
The autonomy of voluntary service organizations,founded upon voluntariness,non-profitability,and public welfare,constitutes a significant characteristic that distinguishes them from other organizational types and serves as a crucial source for their distinctive role in grassroots governance.Commonly,it is held that the autonomy of voluntary service organizations positively propels their grassroots governance efficacy.In recent years,theories like"administrative absorption"have expounded,from the opposite perspective,the issue of the simultaneous weakening of autonomy and governance eficacy of voluntary service organizations due to their subordination to mandatory entities such as the government.Empirical comparisons,however,reveal a paradox:organizations with higher autonomy demonstrate weaker governance efficacy.This necessitates a deeper exploration of the relationship between autonomy and governance efficacy in voluntary service organizations.By analyzing from the factors such as the guiding concepts,institutionalization levels,resource acquisition capabilities,and relational networks,this study elucidates the underlying causes of this contradictory relationship and proposes a dynamic perspective for understanding organizational autonomy.Accordingly,a practical path conducive to exerting their grassroots governance efficacy should be constructed to drive the continuous advancement of grassroots governance.
