摘要
研究以我国在2022年提出的“双碳”目标为切入点,基于演化博弈模型和既有文献的赋值方法,探索了地方政府、企业和社会媒体的策略选择,并利用Matlab2022b进行仿真分析,得出研究结论:1)研究有两大演化稳定点:E7[0,1,1]为初始稳定点,E8[1,1,1]为最优稳定点;2)提高地方政府积极监管时的收益或宽松监管时的支出能推动地方政府积极监管;3)加大对环保企业的补贴或对不自律企业的处罚能提高企业收敛于自律的速度。最后,根据研究结论和当下环保治理案例,提出进一步完善地方环保治理策略,助力双碳目标实现的建议和展望:1)明确并强化地方政府的主体责任及主导作用;2)建立辖区内联合治理体系,并完善相关权责机制;3)依托企业环保治理模型,从企业内部过程战略层和基础战略层出发,推进技术创新和业务流程绿色转型,助力关键战略层宏观目标的实现。
This study takes the"dual carbon"goal proposed by China in 2022 as the entry point,explores the strategy choice of local governments,enterprises and social media based on the evolutionary game model and the assignment method of existing literature,and uses Matlab2022b to conduct simulation analysis.The research conclusions are as follows:1)E 7[0,1,1]is the initial stability point,E 8[1,1,1]is the optimal stability point;2)Increasing the income of local government in active regulation or the expenditure in loose regulation can promote local government active regulation;3)Increasing subsidies for environmental protection enterprises or penalties for non-self-disciplined enterprises can improve the speed at which enterprises converge to self-discipline.Finally,according to the research conclusions and current environmental governance cases,this paper puts forward suggestions and prospects for further improving local environmental governance strategies to help achieve the dual carbon goal:1)Clarify and strengthen the main responsibility and leading role of local governments;2)Establish a joint governance system within the jurisdiction,and improve the relevant power and responsibility mechanisms;3)Relying on the enterprise environmental governance model,starting from the internal process strategic level and the basic strategic level,promote technological innovation and green transformation of business processes,and help realize the macro objectives of the key strategic level.
