摘要
论文基于对洛杉矶华侨所收集的1944份问卷数据,剖析了华侨群体在财产权益、政治参与、文化教育、社会保障以及公共服务等多个维度上的权益保护现状,揭示了当前侨务工作中侨务立法分散性、政策执行差异性、侨社维权能力不足和信息公开鸿沟等核心问题。认为在全球化和跨国移民的背景下,洛杉矶作为华侨集聚的重要地区,既凸显了华侨权益保护的独特性和多样化特征,也存在华侨权益保障的一些普遍问题。目前亟需推进立法体系化、提升侨务政策执行效能、强化部门协作与侨社联动,并通过建立AI驱动下的智慧侨务平台,实现华侨权益保护的多元路径构建,以期为新时代侨务工作现代化与华侨权益保障提供理论与实践依据。
Using data from 1,944 questionnaires collected in Los Angeles,this paper examines the protection of Chinese expatriates’rights across property,political participation,cultural education,social security,and public services.It identifies key issues,including fragmented legislation,policy inconsistencies,weak community advocacy,and a lack of information transparency.This study argues that,under the context of globalization and transnational migration,Los Angeles—one of the primary hubs for overseas Chinese—not only demonstrates the uniqueness and diversity of Overseas Chinese rights protection but also reflects some common challenges.This paper calls for systemic legislation,enhanced policy enforcement,interdepartmental coordination,and AI-driven platforms to support diverse and responsive protection mechanisms,contributing to the modernization of overseas Chinese affairs.
