农村集体经营性建设用地入市的区域差异与政策适配性研究

Research on the Regional Differences and Policy Adaptability of Collective Agricultural Construction Land Entry into the Market

摘要 农村集体经营性建设用地入市是农村土地制度改革的重要突破口,对激活农村土地资源、增加农民财产性收入、促进乡村振兴和经济社会高质量发展具有重要意义。本文基于区域差异与政策适配视角,分析农村集体经营性建设用地入市改革的政策演进、实践状况及适配性困境,揭示改革进程中制度统一性与区域特殊性的矛盾,并提出差异化推进策略。研究表明:区域差异源于经济梯度、资源禀赋、制度环境及人口流动的综合作用。在此基础上,本文提出“区域诊断—政策定制—动态评估”的适配机制:经济发达地区应聚焦市场化交易平台建设与业态模式的政策创新;经济欠发达地区应加大财政投入和统筹力度的政策扶持;土地资源丰富地区应强化统筹规划和整合利用的政策引导;土地稀缺地区应探索土地利用“效率”提升的政策优化。同时,还应更加注重农村集体经营性建设用地入市改革与乡村全面振兴、土地规划、金融财政支持、农村集体经济组织能力、土地价格评估等配套制度的协同。 The reform of the entry of rural collective operational construction land into the market is a key breakthrough in rural land system reform.It is of great significance for activating rural land resources,increasing farmers’property income,promoting rural revitalization,and achieving high-quality economic and social development.This paper analyzes the policy evolution,practical situation,and adaptability dilemmas of the reform from the perspectives of regional differences and policy fit,revealing the contradictions between institutional unification and regional particularity in the reform process.It also proposes differentiated strategies for advancement.The study shows that regional disparities are caused by the combined effects of economic gradients,resource endowments,institutional environments,and population mobility.Based on this,the paper proposes a adaptive mechanism of“regional diagnosis—policy customization—dynamic evaluation”:in economically developed regions,efforts should focus on building market-oriented trading platforms and innovating policy models for operational formats;in less developed regions,greater fiscal input and coordinated policy support should be provided;in regions rich in land resources,policies should strengthen overall planning and integrated utilization;and in land-scarce areas,policies should explore ways to improve land use“efficiency”.Additionally,more attention should be paid to the coordination of rural collective operational land reform with rural revitalization,land planning,financial and fiscal support,the capacity of rural collective economic organizations,land price assessment,and other supporting systems.
