共享发展视角下的宅基地使用权价格评估——以全国宅基地改革试点县陇西县为例

Research on the Price Evaluation of Homestead Use Right fromthe Perspective of Shared Development: A Case Study of Longxi County,a Pilot County of Rural Residential Land Reform in China

摘要 合理评估宅基地使用权价格是提升农民财产性收入的重要举措,更是实现全体人民共享发展、共同富裕的关键。基于共享发展视角,采用全国宅基地改革试点县陇西县的调研数据,运用改进后的收益法、剩余法、成本法对宅基地使用权价格进行评估。通过对陇西县宅基地流转案例的实证研究,提炼出“确权—赋能—保障”的宅基地使用权价格评估促进共享发展的实现路径,并基于产权理论中的使用权主体权益,关注宅基地社会保障属性与财产功能属性的有机统一,探索出宅基地使用权价格评估促进共享发展的实践模式。研究结果表明,陇西县宅基地使用权价格范围为488.44~576.88元/m2,可为类似地区的宅基地使用权价格评估提供思路和方法借鉴。最后,从巩固制度运行基础、筑牢生活保障底线、维护农民主体地位等方面提出共享发展视角下宅基地使用权价格评估的对策建议。 Reasonable evaluation of the price of rural residential land use right is an important measure to improve farmers’property income,and it is also the key to realizing the shared development and common prosperity of all people.Based on the perspective of shared development,this paper uses the survey data of Longxi County,a pilot county for national rural residential land reform,and uses the improved income method,residual method and cost method to evaluate the price of rural residential land use right.Through an empirical study of rural residential land transfer in Longxi County,this paper extracts the implementation path for price evaluation of rural residential land use right to promote shared development through“confirmation of rights-empowerment-guarantee”.Based on the rights and interests of the use right subject in the theory of property rights,it focuses on the organic unity of the social security attribute and the property function attribute of rural residential land,and explores a practical mode for price evaluation of rural residential land use right to promote shared development.The results show that the price range of rural residential land use right in Longxi County is 488.44~576.88 yuan/m 2,which can provide ideas and methods for the price evaluation of rural residential land use right in similar areas.Finally,this paper puts forward some countermeasures and suggestions for price evaluation of rural residential land use right from the perspective of shared development in terms of consolidating the foundation of institutional operation,strengthening the bottom line of livelihood security,and maintaining the dominant position of farmers.
