摘要
应急社会工作是在应对各种突发事件和危机情境中,专业社会工作者开展的旨在维护国家安全、社会稳定和个人及家庭安全的服务活动。如何在“大安全大应急框架”下厘清应急社会工作的概念逻辑与发展路径是其有效融入应急治理体系的关键。本文基于总体国家安全观,将我国应急社会工作政策与实践发展放置在“大安全大应急框架”下进行系统考察,从叙事基础与知识生产、问题意识与实践场域探讨了应急社会工作的概念逻辑;从“对象—行动—主体”三个维度考察了应急社会工作的生成基础,提出我国应急社会工作未来需要在制度嵌入、人才培养、专业能力提升三个方面共同发力。
Emergency social work denotes the service activities conducted by professional social workers in response to diverse emergencies and crisis situations,aiming to safeguard national security,social stability,and the safety of individuals and families.Clarifying the conceptual logic and development path of emergency social work within the framework of“Macro-security and Macro-emergency”is crucial for its effective integration into the emergency governance system.Based on the overall national security perspective,this paper systematically examines the policies and practical development of emergency social work in China under the“Macro-security and Macro-emergency”framework.It explores the conceptual logic of emergency social work from the aspects of narrative basis and knowledge production,as well as problem awareness and practice fields.It investigates the generation basis of emergency social work from the three dimensions of“object-action-subject”and suggests that in the future,emergency social work in China needs to make joint efforts in three aspects:institutional embedding,talent cultivation,and professional enhancement.
