权力的流转与平衡:交互式社会工作督导模式探索——基于H省社区治理创新督研项目的行动研究

摘要 权力关系是社会工作督导反思性研究中的重要议题。以往的研究基于督导关系中的权力形态把督导模式分为权威指教式(差权)与伙伴协同式(平权)两类,强调两类的区别,却忽略了其间的关联性,对督导关系的发展性及其实践的复杂性揭示不足。本文基于H省社区治理创新督研项目的行动研究,构建起一种新的交互式(动态平权)督导模式,既容纳了这两种模式,也揭示了它们之间的关联性以及督导实践的发展性和复杂性。研究发现,交互式督导经历了信任建立、合作生产、价值共创的实践过程,呈现了一个在权威指教型督导中发展出伙伴协同型督导的历程,以及两类督导模式在督导实践中流转兼存的形态。交互式督导强调,在督导实践的不同阶段以及具体的督导议题中,完成督导工作所需资源在督导者与受督导者之间的分布是变化的,有效的督导实践需要发挥不同主体的优势,权力优势地位也随之在督导者与受督导者之间灵活流转,如此实现了督导关系从单一的权威式或平权式走向以动态平权为核心的交互复合式,且最终推动形成了一个价值共创的成长型专业共同体。 Power relation is a significant issue in reflective researches on social work supervision.Previous studies have categorized supervision into two distinct types based on power relationships presence in supervisory work:the hierarchical authoritative instructional model and the equal partnership collaborative model.While these studies highlight the differences between the two models,they have overlooked interconnections between them,as well as the developmental nature and practical complexities inherent in supervisory relationships.This paper,based on action research conducted in the supervision work on a series of Community Governance Innovation projects in H Province,proposes a new interactive supervision model that integrates the above two.It elucidates the connections between them and explores the evolving and complex nature of supervisory practices.The findings indicate that interactive supervision comes out of the process consisting of three phases:trust-building,knowledge co-production,and value co-creation.This presents a developmental trajectory that evolves from the authoritative instructional model towards a collaborative partnership model,ultimately resulting in a context where the two supervisory types coexist in later supervisory practices.Interactive supervision underscores that the distribution of resources necessary for completing supervisory tasks varies between supervisors and supervisees at different stages of practice and dealing with different supervisory issues.Supervisors are not always the primary providers of resources;effective supervision relies on harnessing the strengths of various entities,with the dominant power position shifting flexibly between supervisors and supervisees.This transformation fosters a shift in supervisory relationships from a purely authoritative or egalitarian model to a dynamic interactive composite model centered on dynamic egalitarianism,ultimately facilitating the establishment of a growth-oriented professional community that co-creates value.
