摘要
提高城乡治理融合水平是推进城乡融合发展的必然举措。城乡治理融合的发展脉络是将社区治理共同体和乡村治理共同体统合于社会治理共同体,融合的关键在于“党建引领”和多元主体的“共建共治共享”。本文从城乡融合发展的角度分析乡村治理共同体的功能定位,剖析推动构建乡村治理共同体的现实困境,进而提出“坚持基层党建引领乡村治理共同体”“坚持以人民为中心的发展理念培育乡村治理共同体”“坚持系统观念形塑乡村治理共同体”“坚持数字技术赋能乡村治理共同体”的实践路径,以期为提高城乡治理融合水平、推进城乡融合发展提供有益借鉴。
The third plenary session of the 20th Central Committee of the Communist Party of China emphasized“pursue greater urban-rural integration in planning,development,and governance”,and improving the level of integration of urban and rural governance is an inevitable measure to promote integrated urban-rural development.The development lineage of integrated urban-rural governance is to integrate the community governance community and rural governance community into the social governance community,and the key to its integration lies in the“leadership of Party building”and the“collaboration,participation,and shared benefits”of multiple subjects.Therefore,from the perspective of integrated urban-rural development,this paper analyzes the functional position of the rural governance community,as well as analyzes the practical dilemma of promoting the construction of the rural governance community,so as to put forward the practical way that“guide the rural governance community through Party building”“cultivate rural governance community with the people-centered development philosophy”“shaping rural governance community with system concept”and“empowering rural governance community with digital technology”,with a view to providing useful lessons for improving the level of integration of urban and rural governance and promoting integrated urban and rural development.
