摘要
“数字中国”概念于1999年提出,在习近平同志2000年以来关于数字中国建设的思想指引下,数字中国的建设始终践行于中国式现代化征程,并夯筑着中国崛起与大国博弈的基石。本文探究了数字中国的内涵、文献脉络与战略意义,刻画了数字中国建设的演化路径,认为数字中国建设的主引擎为数字经济的发展,厘清了数字经济的特征及其测度,并前瞻性地提出数字经济发展的未来图景,即“三我”世界。论文剖析了数字中国建设的发展瓶颈,提出了数字中国建设的突破路径与治理方向。
The concept of“Digital China”was first proposed in 1999.Since 2000,guided by comrade Xi Jinping’s vision,the construction of Digital China has been integrated into the broader process of national modernization.It has laid a solid foundation for China’s ascent and emerged as a cornerstone in the strategic competition among major powers.This paper examines the conceptual framework,academic roots,and strategic importance of Digital China,traces its evolutionary trajectory,and highlights the digital economy as the primary driver of its development.The paper defines the key characteristics of the digital economy and outlines methodologies for its measurement,while introducing a forward-looking vision—the“Triple-Self World”—to conceptualize its future path.Furthermore,this paper identifies critical bottlenecks in the construction of Digital China and proposes strategies for overcoming these challenges and enhancing governance.
