摘要
作为世界体育数字化发展的里程碑,国际奥委会颁布的《奥林匹克AI议程》对奥林匹克运动乃至全球体育的智能化发展具有引领性、推动性、规范性意义。对《AI议程》的全景分析发现,国际奥委会不仅擘画了人工智能应用于体育的宏伟蓝图,也针对潜在的技术与伦理风险提出了治理框架。详解《AI议程》所聚焦的5大领域,分别是以运动员为中心提升训练竞赛环境、确保体育人工智能效益平等可得、提升奥林匹克赛事运营与可持续性、增加奥林匹克赛事与全球粉丝互动、驱动国际奥委会和体育世界的高效管理等;抽绎《AI议程》的3层关切,分别是基于“奥林匹克价值观和IOC工作原则”的根本关切、号召“团结和开放式创新”的发展关切以及秉持“善治和负责任创新”的治理关切。立足我国体育数字化发展的前瞻视角,具体提出相应建议:应参考《AI议程》5大领域,推动中国体育人工智能发展;借鉴《AI议程》治理框架,规范中国体育人工智能实践;响应《AI议程》开放共享,形成中国与世界的互促互进。
As a milestone in the digitization of the sports world,Olympic Al Agenda holds pioneering,promotional,and normative value for the intelligent transformation of the Olympic Movement and even global sports.Al Agenda has not only outlined a blueprint for the applications of AI in sports,but also proposed a governance framework to address the technical and ethical risks of AI.This research elaborates on the five focus areas of AI Agenda:athletes-centric competition and training environment,ensuring equal access to the benefts of Al,optimizing Olympic Games operations with a focus on sustainability growing engagement with people,and driving fficiency across the management of the IOC and sport.The underlying concerns of AI Agenda have three aspects:the fundamental concern of"Olympic values and IOC working principles",the development concern of"together and open innovation"and the governance concern of"good governance and responsible innovation".To advance China's sports digitization,strategic implementation of Al agenda should focus on:maximizing potential through five priority development areas;aligning Governance with international AI standards;facilitating global knowledge exchange for mutual advancement.
