摘要
因地制宜发展新质生产力是高质量发展的必由之路,冰雪经济的高质量发展是激活消费新动能的重要一环。研究旨在理清新质生产力培育和发展冰雪经济之间的逻辑关联,推动冰雪消费成为经济增长新引擎。研究表明,新质生产力赋能冰雪经济高质量发展的理论逻辑是以核心科技创新促进冰雪经济质量变革、以要素优化配置促进冰雪经济效率变革、以产业深度转型提升冰雪经济动力变革。应充分认识发展冰雪经济面临技术创新与产业转型协同不畅、资金支持不足与融资渠道单一、冰雪消费市场认知度不高与消费动能不强的困境。由此提出相应建议:推动科技创新与产业创新融合,激发冰雪经济增长动能;坚持践行新发展理念,推动冰雪经济绿色低碳发展;创新人才培养模式,促进冰雪产业融合发展;促进政策体系与体制机制创新,优化冰雪经济发展生态。
Developing new quality productive forces in line with local conditions is the inevitable path to achieving highquality development.The growth of the ice and snow economy serves as a pivotal link in fostering new consumption drivers.The study aims to clarify the logical connection between cultivating new quality productivity and developing the ice and snow economy,and promote ice and snow consumption as a new engine of economic growth.The theoretical logic underpinning how new quality productive forces drives the high-quality development of the ice and snow economy involves three key aspects:promoting quality transformation through core technological innovation;enhancing efficiency transformation via optimal allocation of resources;and facilitating power transformation by deepening industrial restructuring.It is imperative to fully acknowledge the challenges faced by the ice and snow economy,such as insufficient synergy between technological innovation and industrial transformation,inadequate financial support and overly single financing channels,as well as low consumer awareness and insufficient consumption momentum in the ice and snow market.Based on this,corresponding suggestions are proposed;integrating tech and industry innovation to boost growth drivers;commiting to sustainable practices through green,low-carbon transition;modernizing talent development approaches for sector-wide integration;advancing policy reforms to strengthen industry ecosystems.
