摘要
智慧林业作为林业现代化发展的前沿趋势,深度整合了云计算、物联网、大数据分析、移动互联网等新一代信息技术,借助感知化、物联化及智能化策略,为公众积极参与生态文明建设开辟了重要路径。然而,智慧林业在促进公众参与生态文明建设过程中,仍存在信息共享之困、技术应用之难、参与渠道之阻以及法律政策之缺等问题。为此,构建一个涵盖信息透明与共享机制、技术普及与培训机制、参与渠道优化机制以及法律法规支持机制在内的“四位一体”的机制体系,以促使公众有效参与生态文明建设,实现生态文明建设的可持续发展,并最终助力实现美丽中国建设的宏伟蓝图。
As a cutting-edge trend in the modernization of forestry,smart forestry deeply integrates newgeneration information technologies such as cloud computing,the Internet of Things big data analysis,and mobile internet.Through perceptual,interconnected,and intelligent strategies,it has opened up important pathways for the public to actively participate in ecological civilization construction.However,in the process of smart forestry promoting public participation in ecological civilization construction,challenges still exist,including difficulties in information sharing,obstacles in technological application,blockages in participation channels,and gaps in legal and policy frameworks.To address these issues,this study proposes constructing a Four-in-one mechanism system covering information transparency and sharing mechanisms,technology popularization and training mechanisms,participation channel optimization mechanisms,and legal and regulatory support mechanisms.This system aims to enable effective public participation in ecological civilization construction,achieve sustainable development in ecological civilization initiatives,and ultimately contribute to the grand blueprint of the Construction of Beautiful China.
