摘要
可持续发展教育监测是可持续发展教育目标后续行动和审查的重要方面,以确保所有成员国对实现可持续发展教育目标的承诺负责。为此,联合国教科文组织持续对成员国开展可持续发展教育监测,并形成系列《可持续发展教育监测报告》。通过对此分析述评,全球可持续发展教育监测涵盖了监测理念、监测目标、监测指标、监测对象的基本框架。在此导向下,中国可持续发展教育监测彰显了促进教育共同体构建的基本立场、对公平优质教育的品质追求、回应人与自然和谐共生的时代命题、提供多样共享教育的发展模式等价值承诺,依循了在政策布局中确立以人为中心的监测取向,在统一监测行动中转向质量发展的监测目标,在学校监测实践中融入生态文明教育,在指标更新中与国际教育变革同构的行动逻辑。当然,面对新的不稳定因素对可持续发展教育的冲击,中国可持续发展教育监测仍要从加强顶层设计、统筹监测资源、强化人口素质监测及技术手段赋能等方面进行完善,从而推进中国可持续发展教育不断开花结果。
ESD monitoring is an important aspect of the follow-up and review of the ESD goals to ensure that all member States are held accountable for their commitment to achieving the ESD goals.To this end,UNESCO continuously monitors ESD in member States and produces a series of ESD Monitoring Reports.Through the analysis and evaluation of the ESD Monitoring Reports,the global ESD monitoring covers the basic framework of monitoring concepts,objectives,indicators and targets.Under the guidance of the basic framework,China’s ESD monitoring has manifested the basic position of promoting the construction of an educational community,the pursuit of the quality of fair and high-quality education,the response to the proposition of the times that human beings coexist harmoniously with nature,and the development mode of providing diversified and shared education,and has followed the values and commitments of establishing a human-centred monitoring orientation in the layout of the policy,shifting to the monitoring goal of quality development in the unified monitoring action,and incorporating ecological civilisation education in the monitoring practice of schools,and updating indicators to be synonymous with international educational changes.Of course,in the face of the impact of new unstable factors on ESD,China’s ESD monitoring still needs to be improved in terms of strengthening the top-level design,coordinating monitoring resources,reinforcing school practice,and empowering technological means,so as to promote the blossoming of ESD in China.
