摘要
在创建全国文明城市(创城)背景下,环境保护已成为黑河市提升城市治理水平和推进生态文明建设的重要内容。黑河市环境治理面临机制设计、资金技术、部门协调与公众参与等问题,需多方面努力推动治理从阶段性成果向可持续发展转变,提升治理水平,为绿色发展和生态文明建设提供保障。
Under the background of building a national civilized city(City Creation),environmental protection has become an important content for Heihe City to improve the level of urban governance and promote the construction of ecological civilization.The environmental governance in Heihe is confronted with such problems as mechanism design,capital and technology,department coordination and public participation.To this end,efforts need to be made to promote the transformation of governance from phased achievements to sustainable development,so as to improve the level of governance,and to ensure green development and ecological progress.
