摘要
提高生态产品供应能力、实现生态产品价值,是平衡经济发展与生态环境保护关系的根本途径,也是满足人们对美好生活追求的重要保障。本文从生态产品价值实现的理论基础——生态产品外部性出发,针对当前生态产品价值实现存在的产品价值核算机制、生态产品权属不清、生态产品补偿等问题,提出了两种生态产品价值实现路径,即政府主导路径和市场主导路径,并从企业层面、产业层面和国家层面提出提升生态产品价值的思路,以及价值实现路径需要相应配套的机制措施。
Improving the supply capacity of ecological products and realizing the value of ecological products is the fundamental way to balance the relationship between economic development and ecological environment protection,and it is also an important guarantee for satisfying people’s pursuit of a better life.Starting from the theoretical basis of ecological product value realization-ecological product externality,this paper proposes two ecological product values in view of the current product value accounting mechanism of ecological product value realization,unclear ownership of ecological products,and ecological product compensation.The realization path,that is,the government-led path and the market-led path,and propose ideas for enhancing the value of ecological products from the enterprise level,industrial level and national level,and the value realization path requires corresponding supporting mechanisms and measures.
