摘要
数据是新的生产要素,是基础性资源和战略性资源,公共数据开发应用是激活数据要素潜能的关键。本文以我国各省(自治区、直辖市)陆续开放公共数据为准自然实验,利用2008~2022年A股上市公司样本,采用多期双重差分模型检验公共数据开放对企业产能利用率的影响。研究发现,公共数据开放显著提升了企业产能利用率,其中的作用机制是改善区域间要素资源错配(资本要素)、提升政府治理效率、增强企业创新能力,从而促使企业提高产能利用率。进一步研究发现,对于所在省份市场化程度较低的企业、数字化水平较低的企业,以及产业类型为劳动密集型的企业,上述作用更加显著。本文丰富了公共数据资源赋能经济高质量发展的研究,为我国企业提高产能利用率、实现高质量发展提供了新的参考。
Data,as a new factor of production,represents both a fundamental and strategic resource.The development and opening of public data are key to unlocking the potential of data elements.This paper uses the gradual opening of public data by governments across Chinese provinces(municipalities and autonomous regions)as a quasi-natural experiment.Using a sample of A-share listed companies from 2008 to 2022 and a staggered difference-in-differences(DID)model,we examine the impact of public data opening on enterprise capacity utilization rate.The evidence reveals that public data opening significantly enhances enterprise capacity utilization rate.The underlying mechanisms include alleviating interregional capital misallocation,improving government governance efficiency,and strengthening corporate innovation capabilities,thereby increasing capacity utilization rate.Further analysis shows that these effects are more pronounced for enterprises located in provinces with lower marketization levels,enterprises with lower digitalization levels,and labor-intensive industries.Our study contributes to the research on how public data resources empower high-quality economic development and provides new insights to Chinese enterprises in improving capacity utilization rate and achieving high-quality development.
