高速公路检查点交警警力配置研究 被引量:1

Study on the Allocation of Traffic Police Resources at Highway Checkpoints

摘要 当前高速公安警力有限,如何合理安排各高速交警大队的交警人数,选取关键高速公路节点建立检查点,并分配警力在重点时段开展过往人车货检查,是亟待解决的问题。考虑不同高速节点车流量和节点重要度差异,在交警三班制的勤务模式下,以高速公安警力数量、检查效率、节点规模为约束,建立加权受检车流量最大为目标的警力配置模型,并采用遗传算法求解。结果表明,设立的检查点总数随着警力增加而上升,能够在扩大检查覆盖范围的同时,增派警力对部分关键节点进行重点检查,有利于专项稽查任务的开展;但随着警力规模持续扩大,警力增加对设卡临检工作成效提升的积极作用在逐渐减弱,单纯依靠警力投入这种传统警务模式,并不能实现工作成效的持续、长期提升。“以需求为导向”的高速交警警力配置模型,能够进一步提升高速公路交通安全治理水平,并为其他场景下的警力集约化提供参考。 The current limited availability of highway public security police resources necessitates urgent solutions for rationally allocating officers among highway traffic police brigades,selecting critical highwaynodes for checkpoint establishment,and deploying personnel for vehicle and cargo inspections during peak periods.Considering variations in traffic volume and node importance across different highway sections,a police resource allocation model that maximizes weighted inspected traffic flow is established under a three-shift duty system.The model is constrainted by the number of highway police force,inspection efficiency,and node scale,and is solved using genetic algorithms.Results indicate that the total number of established checkpoints increases with police force augmentation,enabling both an expansion of inspection coverage and the deployment of additional officers to conduct focused check on critical nodes,which facilitates the execution of specialized inspection tasks.However,as police resources continue to grow,the marginal effectiveness of additional personnel gradually diminishes,demonstrating that traditional resource-intensive policing models cannot sustain long-term performance improvement.The proposed demand-oriented police resource allocation model not only elevates highway traffic safety management,but also provides reference for optimizing police resource allocation in other scenarios.
