摘要
边疆安全事关国家稳定发展全局,确保边疆安全是边疆治理的第一要务。当前我国边疆地区面临大国博弈与地缘环境安全风险增大、反分裂与意识形态斗争复杂尖锐、区域非均衡发展“累积循环效应”形成结构性张力等多重内外部挑战,实现边疆长治久安的任务仍然十分艰巨。要坚持把维护国家安全和社会稳定作为边疆治理的底线要求,深化政治强边、发展经济固边、改善民生安边、社会治理稳边、构建友邻睦边、推动协同治边,多措并举以实现边疆治理现代化。
Border security is crucial to the overall stability and development of the nation.Ensuring border security is the primary task of border governance.At present,border areas are confronting escalating risks from great power rivalry and geopolitical tensions,complex struggles against separatism and ideological infiltration,and structural tensions caused by the"accumulated cyclical effects"of unbalanced regional development.The task of achieving long-term security in border areas remains arduous.It is necessary to maintain national security and social stability as the baseline of border governance,consolidate political foundations in border areas,strengthen economic development to consolidate border stability,enhance livelihoods to ensure social security,advance social governance to maintain stability,foster friendly neighborly relations,promote coordinated governance mechanisms,and thereby advance the modernization of border governance.
