摘要
数据基础设施是数据基础制度和先进技术落地的重要载体,对促进数据“供得出、流得动、用得好、保安全”意义重大。数据基础设施建设离不开金融支持,金融支持数据基础设施建设有助于推动数字经济发展、提升全要素生产率、促进经济高质量发展。当前,金融支持数据基础设施建设多种模式并存,主要包括政府引导基金+社会资金模式、政策性专项资金+银行贷款模式、多源资金+REITs模式和多源资金+数据资产证券化模式,这些金融支持模式具有多元化、灵活性、创新性的特点,为数据基础设施的快速发展提供了有力保障。然而,数据基础设施建设的金融支持模式尚处于初步探索阶段,仍面临市场化融资模式尚不成熟,可用作抵押物的固定资产明显不足,投资回报的不确定性较大,信息渠道不够丰富等问题,数据基础设施建设项目应根据不同类型、不同发展阶段、所处不同地区合理选择不同的金融支持模式。为强化数据基础设施建设,政府须加强数据基础设施建设项目的政策支持力度,拓宽数据基础设施建设项目资金来源渠道,鼓励更多的民间资本参与数据基础设施项目建设。
Data infrastructure is an important carrier for the implementation of data infrastructure systems and advanced technologies,and is of great significance in promoting the availability,flow,good use and security of data.The construction of data infrastructure cannot be separated from financial support,and financial support for the construction of data infrastructure helps promote the development of the digital economy,improve total factor productivity,and promote high-quality economic development.At present,there are multiple models of financial support for the construction of data infrastructure,including the model of"government guided fund+social fund","policy special fund+bank loan","multi-source fund+REITs",and"multi source fund+data asset securitization".These financial support models have the characteristics of diversification,flexibility,and innovation,providing strong guarantees for the rapid development of data infrastructure.However,the model of financial support for data infrastructure construction is still in the initial exploration stage,facing immature market-oriented financing models,significant shortage of fixed assets that can be used as collateral,high uncertainty in investment returns,and insufficient information channels.Data infrastructure construction projects should choose different financial support models reasonably according to different types,development stages,and regions.To strengthen the construction of data infrastructure,the governments need to enhance policy support for data infrastructure construction projects,broaden funding sources for data infrastructure construction projects,and encourage more private capital to participate in data infrastructure project construction.
