摘要
村级小微权力清单制度是提高乡村治理效率,促进农村和谐稳定的有效途径。以史密斯政策执行过程模型为基础,从理想化政策、执行机构、目标群体、执行环境4个层面构建分析框架,对村级小微权力清单制度的执行进行全过程分析,探究提升村级小微权力清单制度执行效果的路径。基于河北省Q市村级小微权力清单制度执行情况进行研究,发现村级小微权力清单制度在执行过程中存在政策本身合理性与动态化不足、执行机构执行力欠缺、目标群体对村级事务参与程度不够、执行环境严峻等现实困境,为此需要从完善村级小微权力清单制度、增强各级执行机构的执行能力、提高目标群体参与度以及营造良好的制度执行环境等方面加以优化。
The village-level small and micro power list system is an effective way to improve rural governance efficiency and promote rural harmony and stability.Based on the Smith policy implementation process model,an analytical framework is constructed from four levels,i.e.idealized policies,implementation institutions,target groups,and implementation environment to conduct a full process analysis of the implementation of such power list system,and explore how to improve its implementation effectiveness.Based on the implementation of the village-level small and micro power list system in City Q,Hebei Province,it is found that there are practical difficulties in the implementation process of such power list system,such as insufficient rationality and dynamism of policies,lack of execution ability of executing agencies,insufficient participation of target groups in village affairs,and severe execution environment.Therefore,it is necessary to optimize the village-level small and micro power list system,enhance the execution ability of executing agencies at all levels,increase the participation of target groups,and create a sound institutional execution environment.
