协同渐进式生态复苏策略研究与实践——以广东省深圳市茅洲河为例 被引量:1

摘要 流域受污染河流的治理及生态修复是实现河流生态复苏、保障流域高质量发展的关键环节。立足流域污染河流治理及生态复苏的多重需求,以“流域统筹、系统治理”为核心,建立了对污染河流协同渐进式生态复苏策略,提出以大兵团协同作战、多尺度协同治理、多维度协同设计、全周期协同实施的协同构架为基础,耦合织网成片、正本清源、理水疏岸、寻水溯源、碧道建设的渐进式路径,集成流域受污染河流生态修复全过程的实施主体、阶段方案、修复进程,循序渐进地修复受污染河流的生态系统。基于该策略,以广东省深圳市茅洲河为实例开展生态复苏,采取综合整治、正本清源、全面消黑、碧道建设等生态复苏关键技术,治理后(2019年)的茅洲河干流综合污染指数与实施前相比下降92.28%,主要污染物指标COD、氨氮、总磷浓度分别下降76.70%、96.63%、97.46%,水质逐步稳定达到地表水Ⅳ类标准,河道水质雨后恢复能力逐年增强,生物多样性提高21.43%,实现了流域污染河流生态复苏持续稳定推进。 Governance and ecological restoration of polluted rivers shall be the key link to realize recovery and safeguard high-quality development of the river basin.Considering multiple needs of pollution control and ecological recovery,a synergistic and progressive ecological recovery strategy is proposed with a focus on“overall planning and systematic governance”.It proposes a collaborative framework based on large-scale coordinated operations,multi-scale collaborative governance,multi-dimensional collaborative design,and full-cycle collaborative implementation.It integrates the progressive path of weaving a network,addressing the root causes,cleaning water bodies and banks,protecting water sources and constructing green waterways.It integrates the main body of implementation,stage planning and restoration process to restore the ecosystem of polluted rivers step by strep.According to this strategy,ecological recovery of the Maozhou River in Shenzhen of Guangdong Province has been conducted by key technologies such as comprehensive governance,root cause analysis,blackwater elimination and green waterway construction.After its implementation,the integrated pollution index of the mainstream of the Maozhou River decreased by 92.28%compared with that before.Concentration of COD,ammonia nitrogen and total phosphorus,which are the main pollution indicators,decreased by 76.70%,96.63%and 97.46%respectively.Water quality met the ClassⅣsurface water standards.The ability of river courses to recover from rainfall has been enhanced year by year,with an index of biodiversity increased by 21.43%.Ecological restoration of the river has been promoted continuously and steadily.
