摘要
生态修复富民的多元主体协作是开展有效生态修复富民活动的重要方式。可持续发展理论、“两山”理论为生态修复富民提供坚实的理论基础。在理解生态修复、生态富民内涵,明确生态修复积极作用的基础上,深入分析陕西省纸坊沟流域和山西省右玉县的生态富民成效。构建生态修复富民的“多元协作”模式,从政策、技术、公众3方面主体分析生态修复富民中“多元协作”的实践逻辑。提出培养多元主体合作意识、加强制度保障、明确各主体职责和建立多元主体管理体系的建议,推动生态修复富民的“多元协作”模式可持续发展。
Multi-subject collaboration for ecological restoration and enriching the people is an important way to carry out effective ecological restoration and enriching the people.The theory of sustainable development and the"Two Mountains"theory provide a solid theoretical foundation for ecological restoration and enriching the people.On the basis of understanding the connotation of ecological restoration and ecological enrichment,and clarifying the positive role of ecological restoration,we will conduct an in-depth analysis of the effectiveness of ecological enrichment in the Zhifanggou Basin in Shaanxi Province and Youyu County in Shanxi Province.Build a"diversified collaboration"model for ecological restoration and enriching the people,and analyze the practical logic of"diversified collaboration"in ecological restoration and enriching the people from three aspects:policy,technology,and the public.Suggestions are put forward to cultivate the awareness of cooperation among multiple subjects,strengthen institutional guarantees,clarify the responsibilities of each subject,and establish a multi-subject management system to promote the sustainable development of the"multiple collaboration"model of ecological restoration and enriching the people.
