摘要
要保障粮食安全,就需要解决好“谁来种地”“如何种好地”的问题。这不仅需要加快农业科技创新,而且需要高素质农民队伍的支撑。随着农业新质生产力的发展,在掌握现代农业技术技能、发展乡村产业与开拓现代农业视野等方面对农民素质提出更高要求。这就需要通过创新农民培育工作,构建包括农业科技应用能力、农业经营能力在内的各方面素养全面跃升的高素质农民培育新模式。然而,当前的高素质农民培育面临培育质量有待提升、培育体系有待完善、培育要素配置尚需优化等多重挑战。高素质农民培育新模式要基于教育、科技与人才的内在关系,扩容提质,持续提升高素质农民能力;完善多元主体协调的培育体系;优化培育要素配置,提升培育体系的整体效能,从而不断壮大顺应农业新质生产力发展的高素质农民队伍。
To ensure food security,we need to solve the problem of“who will farm the land”and“how to plant the land well”.This not only requires accelerating agricultural technological innovation,but also necessitates the support of a high-quality farmer workforce.With the development of new quality productive forces in agriculture,higher demands are placed on the quality of farmers in terms of mastering modern agricultural technical skills,developing rural industries,and possessing a modern agricultural perspective.This necessitates the innovation of farmer training work and the construction of a new model for cultivating high-quality farmers that promotes comprehensive improvement in various competencies,including the application of agricultural science and technology and agricultural management capabilities.However,the current cultivation of high-quality farmers faces multiple challenges,such as the need to improve training quality,perfect the training system,and optimize the allocation of training elements.The new model for cultivating high-quality farmers should be based on the intrinsic relationship among education,technology,and talent,expand capacity and improve quality,continuously enhance the capabilities of high-quality farmers;perfect the multi-subject coordinated training system;optimize the allocation of training elements,and improve the overall effectiveness of the training system;thereby continuously growing the high-quality farming population that adapts to the development of new quality productive forces in agriculture.
