新建本科高校质量监控体系建设:价值意蕴、存在问题、体系构建与实施途径 被引量:1

The Construction of Quality Monitoring System in Newly-Established Undergraduate Universities:Value Implication,Existing Problems,System Framework,and Implementation Approach

摘要 高等教育持续扩招背景下,加强新建本科高校教育教学质量监控体系建设对于提高办学质量、人才培养、规范办学具有非常重要的价值意蕴。针对当前质量监控体系不全面、监控信息化水平不高、反馈及整改不到位等问题,可以从监控制度体系、观测点体系、评价体系等三个层面探索构建教育教学质量监控体系。教育教学质量监控体系的建设是一个复杂的系统工程,需要从设置机构与人员、加大教育评价改革力度、搭建教育质量监控的信息化管理平台、完善教学质量监控的反馈与整改机制等方面进行全面思考。 Under the background of continuous enrollment expansion in higher education,it is necessary to strengthen the teaching quality monitoring system in newly-established undergraduate universities,which has significant value for improving the educational quality,cultivating the talents,and standardized school running.Addressing current issues such as incomplete monitoring system,low information level in monitoring,and inadequate feedback and corrective mechanism,it is suggested to construct a three-dimensional teaching quality monitoring framework that includes the monitoring institutional system,the system of observation points,and the evaluation system.As developing such a monitoring system for the quality of education is a complex systematic project,it is necessary to make comprehensive consideration in the following aspects:establishing the dedicated institutions and personnel,intensifying the educational evaluation reform,building the information management platform for the quality monitoring,and improving the feedback and corrective mechanism.
