摘要
纪检监察行业大模型深度融入纪检监察核心业务,有助于实现纪检监察各类监督的精准化,推动违纪违法案情研判的智能辅助,促进纪检监察机关业务流程的效能优化。然而,技术革新与制度规范间的张力将同步显现,构建纪检监察行业大模型面临监督数据全域归集与个人信息保护的规范冲突、算法黑箱特性与监督执纪执法权威性的价值抵牾、技术侵权与主体权利保障的潜在风险等治理难题。要从数据治理的过程性维度与数据风险的内外部维度,构建纪检监察数据治理制度体系;基于纪检监察行业大模型中算法应用的双重主体关系,构建以算法公开、算法解释为基本框架的算法透明制度;针对监督对象与纪检监察机关工作人员的权利保障,完善监察申诉制度并建立技术容错机制。
The deep integration of the discipline inspection and supervision industry model into the core business of discipline inspection and supervision helps to achieve precision in various forms of supervision.However,the tension between technological innovation and institutional norms will emerge simultaneously,and the construction of the discipline inspection and supervision industry model faces governance challenges.In this regard,a discipline inspection and supervision data governance system should be constructed,and we should improve the supervision appeal system and establish a technical fault-tolerant mechanism.
