摘要
保障粮食安全是实现经济发展、社会稳定和国家安全的重要基础。要从大历史视野中、经济社会发展大局中、新时代背景下深刻认识粮食安全“国之大者”的深刻内涵。中国坚持深入实施国家粮食安全战略,粮食安全形势持续向好。但同时也要清醒认识到,在当前世界百年未有之大变局下,中国粮食安全仍面临着供需紧平衡、结构性矛盾凸显、农业基础设施薄弱、种粮效益长期偏低等“四大挑战”,以及极端气候频发、大宗商品金融化和大国博弈加剧等“三大风险”。在全面推进乡村振兴背景下,守住保障国家粮食安全底线要妥善处理好国家粮食安全战略和举措中的“九对”重要关系,夯实保障粮食和重要农产品供给安全的根基,以充分应对当前和未来的多重挑战。
Ensuring food security is an important foundation for achieving economic development,social stability and national security.The profound connotation of food security as a major national issue should be understood from the perspective of a long historical view,the overall situation of economic and social development,and the background of the new era.China adheres to and deeply implements the national food security strategy,and the situation of food security has continued to improve.However,we should also be clearly aware that under the current world situation of great changes unseen in this century,China's food security still faces four major challenges,namely tight supply and demand balance,prominent structural contradictions,weak agricultural infrastructure,and long-term low benefits of grain production,as well as three major risks,namely frequent extreme weather,financialization of bulk commodities,and intensification of major power games.In the background of comprehensively promoting rural revitalization,to maintain the bottom line of ensuring national food security,it is necessary to properly handle the"nine pairs"of important relationships in the national food security strategy and measures,and consolidate the foundation for ensuring the supply security of food and important agricultural products,so as to fully cope with the multiple challenges in the current and future periods.
