摘要
基于复合系统协同度理论,构建福州与厦门国家海洋经济发展示范区“四链”融合复合系统评价指标体系和模型,采用层次分析法计算指标权重,运用构建的“四链”融合复合系统协同度模型和指标体系对示范区创新链、产业链、资金链、人才链“四链”之单链有序度、整体协同度和两两协同度进行测算。结果表明:福州国家海洋经济发展示范区产业链与资金链协同度表现较好,产业链与创新链、资金链与人才链协同度不足,创新链与产业链、资金链、人才链的协同度存在波动,应在产业链与创新链、人才链与创新链融合上采取更多措施;厦门国家海洋经济发展示范区产业链与资金链、资金链与人才链的协同度较好,但创新链与人才链、产业链与创新链的协同度不足,也应在产业链与创新链、人才链与创新链的融合上加大力度。
Based on the composite system synergy theory,this study constructed an evaluation index system and model for the“Four Chain”integration composite system in the Fuzhou and Xiamen National Marine Economic Development Demonstration Zones.The analytic hierarchy process(AHP)was employed to determine indicator weights,and the established“Four Chain”synergy model and index system were used to measure the individual chain orderliness,overall synergy degree,and pairwise synergy degree among the innovation chain,industrial chain,capital chain,and talent chain.The results indicated that in the Fuzhou National Marine Economic Development Demonstration Zone,the synergy between the industrial chain and capital chain performed relatively well,whereas the coordination between the industrial chain and innovation chain,as well as between the capital chain and talent chain,was insufficient.The synergy between the innovation chain and the industrial,capital,and talent chains exhibited fluctuations.Therefore,more measures should be taken to enhance the integration between the industrial chain and innovation chain,as well as between the talent chain and innovation chain.In the Xiamen National Marine Economic Development Demonstration Zone,the synergy between the industrial chain and capital chain,as well as between the capital chain and talent chain,was relatively strong.However,the coordination between the innovation chain and talent chain,and between the industrial chain and innovation chain,remained inadequate.Thus,greater efforts should be made to strengthen the integration of the industrial chain with the innovation chain and the talent chain with the innovation chain.
