摘要
数字治理利用数字工具、手段和平台对现有治理系统进行赋能,提高治理效率和效能。数字技术赋能社区公共服务精准供给的构成要素包括供给理念、供给内容、供给手段、供给要素及供给主体。在社区公共服务数字化供给实践中存在共享多元协同数字治理理念不明确、供给内容碎片化、信息共享平台建设滞后以及数字鸿沟等现实制约。为提升数字技术赋能社区公共服务精准供给效能,应不断强化共享多元协同数字治理理念的价值引领,健全社区公共服务整合与差异化供给机制、数据信息共享机制以及完善多元主体数字协同供给。
Digital governance enhances existing governance systems through the use of digital tools,methods,and platforms,improving governance efficiency and effectiveness.The key components of empowering the precision delivery of community public services with digital technology include supply concepts,supply content,supply methods,supply elements,and supply entities.However,in practice,several constraints exist,such as the lack of a clear concept of collaborative digital governance,fragmentation of service content,lagging construction of information-sharing platforms,and the digital divide.To improve the efficiency of digitally empowered community public service delivery,it is necessary to strengthen the value guidance of collaborative digital governance,improve mechanisms for integrated and differentiated service delivery,establish robust data-sharing systems,and enhance the digital collaboration among multiple stakeholders.
