摘要
长三角高等教育一体化发展是不同行政区划、隶属关系、层次类型的高等教育资源统筹配置,优化整合的过程。当前,长三角高等教育一体化发展还存在管理体制的“条块分割”、发展水平的“参差错落”、协调发展的“政策缺位”等阻抗因素,严重制约长三角高等教育一体化的成效与进程。运用“自组织”理论,可以有效审视长三角高等教育一体化发展的缺失,指导深入推进长三角高等教育一体化发展。从“自组织”理论来看,推进长三角高等教育一体化发展应有效明确推动长三角高等教育一体化发展的目标定位,强化政府推动长三角高等教育一体化发展的主导功能,科学谋划推动长三角高等教育一体化发展的协同行动,大力增强推动长三角高等教育一体化的政策供给。
The integrated development of higher education in the Yangtze River Delta refers to the process of coordinating and optimizing the allocation of higher education resources across different administrative divisions,affiliations,and institutional types.Currently,the integrated development of higher education in the Yangtze River Delta faces several resistance factors,including“fragmented management systems”,“uneven development levels”,and a“lack of policy coordination”,which seriously hinder the effectiveness and progress of integration.Applying self-organization theory can effectively examine the shortcomings in the integration process and guide the advancement of the integrated development of higher education in the region.From the perspective of self-organization theory,promoting the integrated development of higher education in the Yangtze River Delta requires clearly defining development goals,strengthening the government's leading role,scientifically planning collaborative actions,and significantly enhancing policy support.
