摘要
本文从工商联统战性、非营利性与民间性这三大特点出发,着重剖析巴中市工商联在助力民营经济高质量发展进程中的诸多难题,诸如在公共治理方面宣传工作不到位、服务民营经济发展的手段较为简单、与政府协同治理民营经济的成效不明显以及参与营商环境营造的程度较浅等。文章进一步分析了从哪些方面去应对这些问题,还给出了相匹配的应对措施,同时对其大概能取得的效果做了分析,借助理论研究跟实践调研相结合的途径,深入发掘问题背后的深层次根源,也借鉴了川渝地区优质工商联的先进经验,为巴中市基层工商联服务民营经济高质量发展提供了有用借鉴。
Starting from the three characteristics of the Federation of Industry and Commerce:united front,non-profit,and grassroots,this article focuses on analyzing the many difficulties faced by the Federation of Industry and Commerce in Bazhong City in assisting the high-quality development of the private economy,such as inadequate publicity work in public governance,relatively simple means of serving the development of the private economy,unclear effectiveness of collaborative governance with the government,and shallow participation in creating a business environment.The article further analyzes the ways to address these issues and provides corresponding measures.At the same time,it analyzes the approximate effects that can be achieved.By combining theoretical research with practical research,it delves into the deep roots behind the problems and draws on the advanced experience of high-quality industry and commerce federations in the Sichuan Chongqing region,providing useful references for grassroots industry and commerce federations in Bazhong City to serve the high-quality development of the private economy.
