摘要
实施长三角一体化发展战略,是引领全国高质量发展、打造我国发展强劲增长极的重大战略举措。长三角一体化发展离不开长三角科创一体化,科创一体化离不开高校科技成果的协同高效转化。对长三角三省一市高校科技成果转化政策及成效进行分析,并以上海交通大学、南京大学、浙江大学及中国科学技术大学为例,总结典型高校科技成果转化做法。研究发现:梯度化制度创新有效化解区域异质性资源约束,形成“制度突破—特色发展”协同演进的治理范式;技术代差等结构性矛盾持续制约高校成果转化,而“制度调适—资源重构—市场响应”协同机制可系统性破解中试断层与激励不足难题。可从构建政产学研网络化创新生态、产权制度改革、概念验证基金配置及科学家股权激励等制度组合方面,推动线性转化模式向生态化系统升级,提升高校科技成果转化效能。研究可为产学研合作提供可借鉴模式,推动高校科技成果与产业需求深度融合。
The implementation of the Yangtze River Delta integration strategy represents a critical national initiative to steer high-quality development and forge a dynamic economic growth engine.Central to this regional integration is the advancement ofscience and technology innovation,where the efficient and synergistic commercialization of academic research outputs plays an indispensable role.This study conducts a comparative policy analysis of technology transfer frameworks and their outcomes across universities in the Yangtze River Delta region,with in-depth case studies of four leading institutions:Shanghai Jiao Tong University,Nanjing University,Zhejiang University,and the University of Science and Technology of China.Key findings indicate that tiered institutional innovation mechanisms effectively mitigate heterogeneous regional resource constraints,fostering a co-evolutionary governance paradigm characterized by“policy experimentation-localized specialization.”However,structural barriers—particularly technological disparities between academic research and industrial applications—persistently impede commercialization efficiency.A tripartite synergistic mechanism integrating“institutional agility,resource reconfiguration,and market-driven adaptation”is demonstrated to systematically address systemic bottlenecks,including mid-testing infrastructure deficiencies and misaligned incentive structures.The research proposes a paradigm shift from linear technology transfer models to ecosystem-driven innovation architectures.Strategic recommendations emphasize:establishing networked government-industry-university-research innovation ecosystems,deepening intellectual property rights regime reforms,institutionalizing proof-of-concept funding mechanisms,and implementing equity-based incentive schemes for researchers.These institutional innovations establish scalable frameworks for industry-academia synergy,enabling strategic alignment of scholarly advancements with market-driven imperatives.
