摘要
全球政党伙伴关系是伙伴外交战略指导下具有开放性和包容性特征的党际合作关系,主要有党际交往的去意识形态化、关系网络的多边主义指向和结构框架的相对独立性等特点。从政策逻辑看,全球政党伙伴关系的提出既是对党际关系网络性质和对外工作方向的再定位,也是中国伙伴外交战略调适和扩展的结果,体现了伙伴外交与政党外交的交融。中国共产党构建全球政党伙伴关系的历史进程反映了观念与政策的互动性变化,全球政党伙伴关系网络在网络结构和双边框架等方面具有特殊性。作为一种特殊的政党外交形态,政党伙伴关系需要协调好党际关系与国家关系、道义原则与国家利益等交错重叠的矛盾关系。在新的动荡变革期,构建全球政党伙伴关系需要以更加精细化的战略运筹,完善政党外交的内外机制建设,发挥新国际主义的道义与情感联系,调整对外工作布局,深入推展同“全球南方”国家的政党伙伴关系。
The Global Party Partnership is an inter-party cooperative relationship characterized by openness and inclusiveness under the guidance of the partnership diplomacy strategy.It primarily features the de-ideologization of party-to-party exchanges,a multilateral orientation in relational networks,and relative independence in structural frameworks.From a policy logic perspective,the proposal of the Global Party Partnership represents both a repositioning of the nature of inter-party networks and the direction of foreign engagement,as well as an outcome of the adaptation and expansion of China’s partnership diplomacy strategy.This reflects the convergence of partnership diplomacy and party diplomacy.The historical process of the Communist Party of China (CPC) in building the Global Party Partnership demonstrates the interactive evolution of concepts and policies,with the network exhibiting distinctiveness in its structural design and bilateral frameworks.As a unique form of party diplomacy,the Party Partnership requires careful coordination of intertwined contradictions,including balancing inter-party relations with state relations,and reconciling moral principles with national interests.In this new era of turbulence and transformation,constructing the Global Party Partnership demands more refined strategic planning:improving internal and external mechanisms for party diplomacy,leveraging the ethical and emotional connections of neo-internationalism,adjusting foreign engagement layouts,and deepening partnerships with political parties in "Global South" countries.
