摘要
中国共产党第二十次全国代表大会选举产生了新一届中央领导集体,展现了中国国内政治的稳定性,确保了国内政策的连续性。作为国内政治的延伸,中国外交在指导思想、外交原则和外交布局等方面也表现出了稳定性和连续性。同时,二十大报告对当前国际形势和国际格局做出了新的判断和阐述,一方面是外部环境的不确定性,另一方面则是中国大国身份更加明确,大国外交内涵更加丰富。立足中国,放眼世界,未来中国外交和中国对外关系必将展现出新的发展趋势和特点,以确定之中国应对不确定之世界,以确定之政策推进大国关系的良性互动,大国担当更加积极有为,大国特色更加显著,大国风格更加明确。以二十大为新起点,在中国共产党的领导下,中国特色大国外交必将展现出更有底气的信心,保持健康和理性的大国心态,更好地利用外交落实对外政策,不断开创新局面、开辟新境界,为实现中华民族伟大复兴、推动构建人类命运共同体作出更大贡献。
A new collective leadership of the CPC Central Committee was elected at the recently concluded 20th Congress of the Communist Party of China(CPC),ensuring China’s political stability and continuity in its domestic policies.Continuity and stability are also shown in theoretical guidelines,overall principles,and general patterns of China’s diplomacy as extensions of domestic politics.However,the political report to the party congress,in elaborating the external changes and international structure,highlights more risks and uncertainties than before.Along with these changes,the report presents a clearer self-identity of China as a major global country with expanded diplomatic arenas and more substantive diplomacy.China is expected to demonstrate greater resolve and certainty in its domestic and foreign policies in general as well as in managing its relations with other major countries in the world.With full confidence,China will play apro-active and constructive role on the global stage.The defining feature of China’s major country diplomacy will become more salient. And China’s diplomatic style will become more explicit.Elevated to a higher historical starting point after the 20th party congress,China’s diplomacy,under the leadership of the CPC and with a sound and rational mentality,will forge ahead and break new ground to make fresh contributions to the great cause of China’s national rejuvenation and building a community with a shared future for mankind.
