摘要
数字化转型是基层公共服务提质增效的重要途径。地方政府是基层公共服务数字化转型的主要推动者,其行动逻辑对于转型成效具有深刻影响。既有研究忽略了不同层级政府在政策、资源和需求互动的复杂性。本文根据上下级政府间的交互行为特征,构建耦合式转型分析框架,向上基于模糊政策的权威借势、向下依托信息权力的需求整合以及上下耦合的转型场景调适。对上海市A区“一键延伸办”案例的研究发现,转型主导部门通过政策背书、权威借势、信息裁量等策略强化自身的资源整合和主体动员能力,进而对上级的模糊要求和基层的具体需求进行耦合,以确保转型场景适用性。耦合式转型蕴含了“实验主义治理”的行动取向和“政策再生产-价值共创-敏捷治理”的公共服务逻辑。
Digital transformation is a important way to improve the quality and efficiency of grassroots public services. The government plays a central role in driving this transformation,and its actions significantly influence the success of these efforts. Existing research often treats all levels of government below the central government as a whole,overlooking the complexity of interactions between different governmental tiers. By examining the interactive dynamics between upper and lower levels of government,a coupled transformation analysis framework is developed. Three action paths are identified:upward authority borrowing based on ambiguous policies,downward demand integration based on information power,and scenario adjustments in the coupled transformation process. A case study of the “One-Click Extension” initiative in District A of Shanghai reveals that,leading sector strengthen its resource integration and mobilization capabilities through strategies such as policy endorsement,authority leveraging,and information discretion. These actions allow them to align the vague requirements of higher-level authorities with the specific needs of grassroots communities,ensuring that transformation scenarios are applicable and effective. The coupled transformation embodying the action orientation of experimentalist governance and the public service logic of policy reproduction,value co-creation,and agile governance.
