摘要
新质生产力概念可以从哲学维度、词源学维度、基本构成维度、发展特征维度、本质要求维度等方面进行内涵布展。从哲学维度看,新质生产力与新型生产关系构成不可分割的辩证统一体。从词源学维度看,新质生产力强调“新”和“质”两个方面,新质生产力的核心词是生产力。从基本构成维度看,新质生产力由新劳动者、新劳动对象和新劳动资料三大要素组成。发展新质生产力必须大力培育新劳动者,拓展新劳动对象,利用新劳动资料,构建新型生产关系。从发展特征维度看,新质生产力具有技术化、数字化、创新性、绿色化的发展特征。从本质要求维度看,发展新质生产力的本质要求是始终坚持党对经济工作和科技工作的绝对领导。党的领导是实现中国经济由数量型增长向高质量发展转型的根本保障。加快形成新质生产力,必须加快培养新质人才,坚持把科技创新摆在首位,重点培育战略性新兴产业和未来产业,实现高水平科技自立自强。新质生产力概念的提出是持续推动中国式现代化的题中应有之义。以发展新质生产力推动中国式现代化是实现强国目标和复兴目标、不断满足人民群众日益增长的物质需求和精神需求的必然选择。
The proposal of the concept of new quality productivity is an inevitable result of continuously promoting the development of human productive forces,a necessary requirement for inheriting and promoting the Marxist view of social productive forces,and a practical direction for continuously promoting the development of social productive forces in the new era.The concept of new quality productivity can be expanded from philosophical,etymological,basic structural,developmental characteristic,and essential requirement dimensions.From a philosophical perspective,the new quality productive forces and the new type of production relations form an inseparable dialectical unity.From the perspective of etymology,the new quality productivity emphasizes two aspects:“new”and“quality”,and the core word of the new quality productivity is productivity.From the perspective of basic structural dimensions,new quality productivity consists of three major elements:new laborers,new labor objects,and new labor materials.To develop new quality productive forces,it is necessary to vigorously cultivate new laborers,expand new labor objects,utilize new labor materials,and construct new types of production relations.From the perspective of development characteristics,new quality productivity has the characteristics of technological,digital,innovative,and green development.From the perspective of essential requirements,the essential requirement for developing new quality productive forces is to always adhere to the Party’s absolute leadership over economic and technological work.The leadership of the Party gathers the mighty force of developing new quality productive forces.The leadership of the Party is the fundamental guarantee for achieving the transformation of China’s economy from quantitative growth to high-quality development.To accelerate the formation of new quality productive forces,it is necessary to accelerate the cultivation of new quality talents,prioritize scientific and technological innovation,focus on cultivating strategic emerging industries and future industries,and achieve high-level technological self-reliance and self-improvement.The proposition of the concept of new qualitative productivity is an essential part of the issue of continuing to promote Chinese path to modernization.Promoting Chinese path to modernization by developing new productive forces is an inevitable choice to achieve the goal of becoming a strong country and rejuvenation,and to constantly meet the growing material and spiritual needs of the people.
