摘要
巩固外资基本盘、更大力度吸引和利用外资是当前外资工作的核心任务。新形势下,扩大高水平对外开放,统筹做好外资工作,不仅要关注引资的增量变化,更要重视挖掘存量外资的潜力。文章从境内再投资的视角研究稳外资和利用外资工作,旨在厘清外商投资企业境内再投资的内涵特征,阐释其在当前经济形势下的重要意义,并运用微观企业数据,结合可视化方法,从广度和深度双重维度,综合分析境内再投资的趋势演变、区域分布、行业分布和来源地分布,进一步研判当前面临的现实挑战。基于此,从政策激励、投向引导、营商环境、平台机制等方面探索优化策略,以期为巩固外资基本盘、拓展利用外资空间以及深化外商投资管理体制改革提供有益的政策启示。
The core task of the current foreign investment work is to stabilize the fundamentals of foreign investment and make greater efforts to attract and utilize foreign investment.Under the new circumstances,expanding high-standard opening up and coordinating foreign investment work necessitate attention not only to incremental changes in attracting foreign investment but also to tapping the potential of existing foreign investment.From the perspective of domestic reinvestment,this paper studies foreign investment stabilization and utilization,aiming to clarify the connotation and characteristics of domestic reinvestment of foreign-invested enterprises and explain its significance in the current economic situation.This study,using micro-level enterprise data combined with visualization methods,also comprehensively analyzes the trend evolution,regional distribution,industry distribution,and source distribution of domestic reinvestment from the dual dimensions of breadth and depth while identifying prevailing practical challenges.Based on these findings,this paper explores optimization strategies in areas such as policy incentives,investment guidance,business environment,and platform mechanism,in order to provide useful policy enlightenment for consolidating the fundamentals of foreign investment,expanding the utilization space of foreign investment,and deepening the reform of foreign investment management system.
