摘要
当前,我国经济已由高速增长阶段转向高质量发展阶段,区域发展分化态势越来越明显,土地要素配置亟须与区域协调发展要求相匹配。研究发现,当前土地要素配置存在三大结构性失衡,即空间功能错配、入市制度缺失、规划缺乏弹性。面对上述困境,优势地区积极探索创新路径,重庆“地票”制度畅通城乡土地要素流动,上海“减量化”倒逼用地结构优化,浙江“标准地”划定用地效率底线,广东“三旧”改造。然而,土地利用方式创新仍面临不少问题。为此,建议尽快落实党的二十届三中全会精神,在土地管理领域持续深化改革,畅通市场化流转交易体制机制,加快盘活存量用地和低效用地,完善工业用地供应方式,以灵活多元的土地利用方式及精准高效的土地要素供给,提升土地管理效能,保障优势地区高质量发展。
Currently,China's economy has shifted from a high-speed growth phase to a high-quality development phase.The trend of regional development differentiation is becoming increasingly evident,and the allocation of land resources urgently needs to be in line with the requirements of coordinated regional development.Studies indicate three major structural imbalances in current land allocation:spatial-functional mismatch,lack of market-entry mechanisms,and inflexible planning frameworks.In response,leading regions have pioneered innovative approaches.Chongqing's"Land Ticket"system facilitates urban-rural land flow,Shanghai's"Reduction-Based Planning"compels optimized land-use structures,Zhejiang's"Standard Land"delineates efficiency benchmarks,and Guangdong's"Three Olds"redevelopment revitalizes underutilized spaces.However,these innovations still face challenges,as structural imbalances persist in land-use practices.To address these issues,this paper proposes urgent reforms in land governance,guided by the decisions of the Third Plenary Session of the 20th CPC Central Committee.Key recommendations include:Deepening institutional reforms to establish market-oriented transaction mechanisms;Building a land management system that precisely aligns with macro-policy goals and regional strategies;Enhancing efficiency by revitalizing idle/low-efficiency land and diversifying industrial land supply models.These measures aim to achieve comprehensive improvements in land governance,ensuring high-quality development in advantaged regions through flexible,targeted,and efficient land resource allocation.
